Dr. Tobias Irmscher

Tobias H. Irmscher is a lawyer in the Principal Directorate Patent Law and Multilateral Affairs of the European Patent Office, Munich. From 2006 to 2012, he was a member of the Institutional law & litigation team of the European Patent Office's Legal Services. Before that, he worked as a research and teaching assistant at the Institute of International and European Law at the University of Wuerzburg, and in the legal department of the Carl Duisberg Society, Cologne, a government-sponsored organisation active in the fields of international advanced training and development.

Having studied at the Universities of Marburg and Wuerzburg, Tobias graduated in 1999 with the first state exam in law. He holds an LL.M. in public international law from the University of London (LSE) and a PhD (doctor iuris) from the University of Wuerzburg.

He has published in many areas of public international law, including the law of international organisations, international economic law and international human rights law. Key publications include:

He is a contributor to one of the leading commentaries on the European Patent Convention (Benkhard (ed.), Europäisches Patentübereinkommen, 2nd ed., 2012) and to the Max Planck Encyclopedia of Public International Law.
